Karen Pyra has been involved in policy analysis and program evaluation in Nova Scotia’s health system for over 20 years. Both in her former policy roles within the Nova Scotia Department of Health and in her current consulting practice, Karen has been extensively involved in many aspects of health and health promotion policy development and evaluation. Karen has designed and implemented many program evaluations for non-profit and public sector organizations, including evaluation planning, data collection tool design, data collection and analysis. She has planned and facilitated many consensus building workshops, consultation sessions, focus groups, training workshops and strategic planning sessions. She has written evaluation reports, briefing notes, policy documents, literature syntheses and funding proposals. Karen has conducted numerous literature reviews and environmental scans for various organizations, such as the Nova Scotia Health Research Foundation and the Canadian Institutes of Health Research. Karen also provides training workshops in the areas of evaluation, focus group moderation, writing briefing materials and policy documents, advocacy planning and facilitation.

With over 20 years of technical, management, and staff development experience, Jim has successfully pursued, negotiated, delivered and managed portfolios of projects for a variety of public and private sector clients in the communications, healthcare, defence, and business domains. His work includes technical and management consulting, change management, training, analysis, standards and process development, and all phases of the software development lifecycle including delivery of large scale application development and maintenance outsourcing in both local and geographically dispersed settings. He enjoys building teams and helping bridge the gap between technology and its end users.

Rick Manuel

As the newest member of the Pyra Management Consulting team, Rick Manuel brings to the firm and its clients the knowledge and experience of over 30 years in the Nova Scotia health system and the provincial public service. Rick's early years in pulmonary lab technology, hospital utilization management, program planning and hospital administration provided the foundation for a succession of policy and planning-related roles in the Department of Health. The last five of Rick's seventeen years in the provincial public service have been as Director of Policy and Planning with the Department of Health Promotion and Protection. In that role, Rick has played leadership roles in multi-year strategic planning, annual business planning, project design and management, policy formulation and analysis, preparation of Cabinet briefing and decision-support documentation, knowledge translation and management, inter-sectoral policy and strategy development, and inter-governmental relations support at the deputy and ministerial levels.
